Crash Coogan has been a tough guy since first grade, picking on his dweeby upbeat neighbor, Penn Ward. Now in seventh grade, Penn becomes an even better target: wearing funky used clothes and joining the cheerleading squad. But as Crash becomes a star football player, he still can't get what Penn has; his parents' attention and the admiration of the most gorgeous girl in school.
